As far as I'm aware it takes the time from the clock on your computer, but will have a look on the Admin panel.

Can't do. It's 10 minutes behind my home PC and my office PC (they can't both be wrong!)

The time will be taken from the hardware clock in the server, as HOC do not own the server (ie this forum is hosted) then they will have no control over the accuracy of the clock, hence it being 10 minutes slow
Admin could always send an email to atfreeforum.com and ask them to reset it
PS : just checked and its 9 minutes slow
