Thats a little harsh but it does seem to point to minimal maintenance and I would certainly recommend that the whole machine is inspected. what about front brakes? tyres, clutch and brake lever, suspension etc
Not harsh, it's the truth. If it was being ridden with the rear brake pads "metal", then when were they last looked at? Pads do last quite a long time really. That's why they get neglected. And sprockets don't "lose a tooth" unless they are very badly worn.
There are too many bikes (and cars for that matter) which are used until something breaks, wears out or falls off, then just that part is fixed. (I know that can happen even to the best-maintained vehicle though.) They never get a routine service (probably not even as much as an oil change either). Amazingly they get through the MOT each year, then the owner thinks "that's it for 12 months"...........
Not expecting all owners to be mechanically-minded, but if they are not, they should get someone to check things occasionally for them, even if not a paid-for service. As you say, what about the rest of the machine? If it's involved in an accident (whoevers fault) the insurance company may not be too impressed if it's inspected by them, and may not pay out. Ignorance is no defence.
